You said it passed the motor tests. You said it charges when the field terminal is grounded. That means the gen is working and the regulator is not. There are two parts inside the regulator one is a cutout relay that prevents back flow from the battery to the gen when the engine is stopped. The other is entirely separate and is a Ground for the field. this ground conducts electricity to the body of the VR and from there to the VR mount and to the tractor where the VR is mounted, completing the path for the field. The field gets its voltage from the third brush, through the field windings, to the F terminal, from that through the wire to the F terminal on the VR, from there through a set of points and resistors to ground as the previous sentence.
