If that were true then the developed nations of the world would have the responsibility to conquer the undeveloped nations because that is the only way they will ever become developed. India is a prime example. A system were a few get rich and their poor makes our poor look wealthy. The only way to end the graft and corruption there would be for someone to conquer them and either annex them or occupy them long enough to get a handle on the situation. You can include all of South America, Mexico, all of Africa, most of the middle east and most of Asia.
It's a fantastic opportunity to educate yourself about other people, their culture and way of life. You will find however that people in general are much the same. They want food, shelter and clothing. They want TVs, cars and their own homes.
