I didn't "get into this" from the beginning but you ARE working with a 6 v system, right? # 14 wire in 6 v system in the path from gen to battery is smaller than recommended. As Jim said and I agree I would use # 10 wire in that path.
Also you said no voltage on genny ARM terminal when running but you have 8.2 volts on the VR Batt terminal. WOW, something is really screwed up with this. If there's no voltage on the genny ARM terminal when running, there can't possibly be any voltage on the Batt terminal of the VR. Where do you live? If it's close to southern MN, maybe I could help in person (for a fee!)
