I don't know if you're young or just lucky, but that's how it works. Manufacturers don't stock every little ticky tack part that can break off of an assembly, or was not supposed to be removed from the assembly.
The only person you are punishing here is you. Kioti don't care if you turn around and sell that tractor for $1000. They have their money, and they would win in court if you could find a lawyer to even take your case. Getting mad and selling something for less than you paid for it is not grounds for a lawsuit. If it was we'd all be in court suing to get our money back on purchases we were unhappy with.
If this "H1 bulb" (never heard of such a thing) is a standard deal you should be able to go to an auto parts store and buy whatever clip you need, even if you have to buy a whole socket for <$10 and cannibalize the clip.
