Either that electrician is incorrect OR there was a misunderstanding. There could be confusion regarding the nasty old overhead triplex distribution system .Which is a legacy problem from back in the bad old days of early electrical systems and when grounding systems were introduced for farm and residential use .
The underground supply to the shed will use a bare or green ground , an insulated white neutral and Line 1 with the option of line 2 on single phase . Line 1 with the option of line 2 and the option of line 3 with the a three phase wye system.
The breaker panel in the shed will have at least one ground rod or ground plate tied to both the breaker panel ground bar and to the ground wire in the supply conduit .
The shed breaker panel neutral bar will float electrically isolated from the ground bar/ground system. This way voltage drop on the neutral does not force neutral load current through the ground system .
If neutral current travels through the ground system, the ground system becomes energized to a potential above earth potential. This is how "tingle voltage" occurs which causes livestock to suffer electrical shocks while drinking , eating at metal feeders or while being milked .

Today's Featured Article - Hydraulics - Cylinder Anatomy - by Curtis von Fange. Let’s make one more addition to our series on hydraulics. I’ve noticed a few questions in the comment section that could pertain to hydraulic cylinders so I thought we could take a short look at this real workhorse of the circuit. Cylinders are the reason for the hydraulic circuit. They take the fluid power delivered from the pump and magically change it into mechanical power. There are many types of cylinders that one might run across on a farm scenario. Each one could take a chapter in
