31 cletrac 15 value?

I looked at a 1931 cletrac 15 asking price 500.00
Tractor is complete, stuck engine, bad radiator,
broken crank pulley,stiff tracks.Bottom is good
if tracks loosen up (I think they will) trans-
mission seems good, good sheetmetal.Owner says
had little use before radiator vandalized track
wear concurs. What do you think it is worth?
