actually , the idle is smooth , as is 1500 RPM and up to it's governed limit . When i pulled the return valve i saw no foreign material in there , but i deleted it because it started and ran without stalling or surging , and the rectangular cartridge type fuel filter filled completely without air bubbles . It seems it had two separate problems all along . Maybe it is a governor ring fault with the injection pump , but that does not seem to follow the symptoms i have read . Thanks for your reply.
