I reworked a New Holland 4-T wagon gear and put a flat bed body with stake sides on it just for the rides. I pull it with a TO-20 which has plenty of mass. I NEVER take it out of gear on any sort of hill even though my brakes are fine. Years ago I talked to the county sheriff and he said I was legal with the slow moving vehicle sign but we also ALWAYS follow with a truck with its parking lights on. That is to stop the dukes of hazard in their Firebird cresting a hill behind us on the back roads on Saturday night. By the way, we never hire out, these are only for our own parties with friends. I don't know if that helps on the liability part. Good Luck.
