The spindles, wheels, and other small parts were probably off the shelf parts purchased from other manufacturers. The deck, guards and mounts are probably propriety designs that were built by subcontractors. The proprietary parts might be NLA because: they are bulky and expensive to keep in inventory; they are expensive to order in small quantities (high setup costs); and too many potential buyers balked at the high cost, resulting in low sales and low inventory turnover.
If the mower deck was available, the price could be between $500 to $1000 for just the bare deck. Would you pay that much for one or would you complain to the parts counter man, refuse to buy it and find another solution? It is sad, but if you need a new deck frame, you can probably buy a complete working used mower for less cost than rebuilding that mower deck.
