I tried to fix a traailer once that had that on it. The fenders were falling off and they asked me to weld them back on. The problem was that the steel fenders had nearly completely rotted away inside the bed liner. The bed liner was there in the shape of the fender, but almost no steel was left inside. These were fully coated on both sides. That was my only experience with that. I did fix them by welding a tab to the trailer and bolting through the bed liner. As far as I know they still have that trailer. No idea if the fenders are still on it.
