This evening my nephew who works for a power company setting up boxes like that was explaining to me what they are for. 4play is right, they relay information to the power company. Sometimes the information is about hertz which can normally vary from 59 to 61 depending on the load. There is no known history regarding its origins or what service it had done, but the following work was undertaken alone to bring it up to show standard.
