Actually California started their route to deinstitutionalizing their mental health care in the 50's. By the time Reagan became governor in the late 60's over half of the patients had been deinstitutionalized. The rest did happen under him. This obviously ignores the fact that the California legislature was largely blue at the time. The same holds true for his presidency, the Congress was controlled by the left. This does not absolve him of his role but this is one of the myths that people perpetuate.
