Doesn't matter to me who started it. It was a very bad idea. People were turned out that had no idea how to live free.Two of the ones I knew of. Walked out into I-35 traffic both killed instantly.
When I first went to Terrell State hospital. The hospital was a large three floor hospital. When I last saw it the roof had caved in,machinery room was full of water. Total waste of money.Nothing will change until we put money back into the system.
