The arm that turns the star wheel is located between the star wheel and the brake drum.
The arm lifts when the brakes are applied and when it comes back down if there is room for adjustment is will turn the wheel a click or two.
If you picture this in your mind then it will be obvious which way the star wheel needs to be turned to back off the brakes.
A small screwdriver or pick can usually be used to push the arm away from the star wheel to allow you to turn the wheel to back off the shoes.
On the old style that had two bolts with cams to set the shoes the way I would remember which way to turn the bolts was picture two wrenches one on each bolt pointing at 12 o'clock, move the 12 o'clock ends of the wrenches away from each other to tighten the shoes.
