With the sheave backed all the way off the belt should run the machine in the low speed.If the front shaft isn't even turning,then the problem is in the rear,(hydraulic end).Or,a BAD,BAD belt. If the front shaft does turn have somebody push on the levers while you watch.If the front shaft keeps turning and the machine doesn't move,your problems are up there somewhere.I have seen belts on these so worn and greasy that it was a wonder the machine moved at all.But,a belt worn that bad becomes self-evident when you watch it trying to operate.The sheave not operating at all is another issue.We used some old 500's as shop machines years ago.The speed controls were frozen because we never used them.That little twin cylinder Onan never seemed to have enough power to run in anything but low.We were kind of spoiled by the Wisconsins in the 600's.
