TO-20 distrib cap gunk

what causes the posts inside the distributor cap to develop an insulating glaze, after less than 100 hrs on a new cap,rotor,points,condensor and plug wires? This seems to penetrate through several layers of molecules, since emory paper takes a long time to remove even a part of it.
