I had a 96 with the same issues. Yes clean the return fuel screen every oil change. That is the fuel pressure regulator bolted to the outside of the fuel filter housing. It will get clogged with debris from filter housing and cause a loss of power. While you are there, remove valve covers and ohm the glow plugs. Chances are good some of them will be burned out.
