if small pump, then yes, the free wheeling would damage it, if dry. I use my shoe sole, against the pto shaft to push and stop them... and its aggravating that you have to turn off the engine to hook up a pto shaft when they free wheel... But the free-wheeling problem is common as fleas, as no one bothers to adjust the brake band. A couple of turns on the adjustment nut and its fixed for another 5 years or more. The pto support arm is almost always worn as it has the two sealing rings in it, that hold the shaft and clutch. But yes.. a free-wheeling pto shaft is common and can be a problem is you using a pump that is dry.. shredders, balers, hay cutters, post hole diggers, augers, not so much as any kind of sizeable load will stop the free wheeling pto shaft till it is engaged. The sos series trans... had NO brake in it and will also free wheel, especially when cold and fluid is thick. My 8 foot shredder will free wheel on all them when cold.. the 15 foot will not. The post hole digger free wheels till I drop in on the ground where it turns half a turn and stops...... till engaged. hay cutters, balers, no.. too much load.
