Precisely. Photobucket was making a lot of money selling ads, but they weren't doing very well. Their new CEO was so out of touch with normal people that he thought $400 per year would not be an issue. He has admitted it was a blunder. And, instead of a transition, they just blocked all the photos which had been posted through their site. Had they gone to a few dollars per month they would have had thousands sign up and then could have crept up the price every year. Instead they asked for too much (through ignorance of wealthy management) and likely will sink the site before long. After they admitted their move was a mistake they couldn't retract it and try something else.
Those who think free sites aren't paid for by advertising are a bit naive.
