I've been on the local Volunteer Fire Department for 21 years. 17 of those years as an officer. New York State is trying to turn us in to professional firefighters. They want us to put the same hours in and take the same classes that payed firemen do. It is going to kill small Departments. We usually run right around 300 calls a years. Also, we spend a lot of time "fundraising" just to get enough money to get some of the things we need. The price of Fire equipment is ridiculous. Its almost as bad as government prices. A lot of the time you can buy equipment (that is the same stuff you can get for the fire service) but its not approved for fire ground. The approved stuff is 4 times more expensive. The system is broken.
