Not only fill with water and charge with air but if you put in some flame retardant like Phos Chek it can really do a heck of a job. I'm about a 1/4 mile from where the Nuns Fire started in Sonoma County, CA. PG&E, our local utility, uses those type of extinguisher and a retardant. They can spray around the base of a utility pole and it won't burn except under the most extreme of conditions.
