Something I haven't seen anyone mention yet, is that if both arrive at the same time, across from each other, then both are, technically, on the other's right. Them it goes to left turn yields to any other movement.
As a result, if your turning left and the other person is going straight, and the other person waves you through, they are actually giving you the right of way as well as protecting you from someone running the sign and hitting you mid turn.
This is a good thing too if there is a line of cars waiting behind both of you, as it gets you out of the way, and allows traffic to continue flowing in both lanes.
Driving a big truck I often get people waving me through, and I will do the same to other people as well. In the end it all depends on the situation.
