Rent pipe staging to be able to work at elevation safely. Inspect both rafters to determine if there was an inherent weak point for failure (knot?). Dimensional softwood is what you will find unless you have access to custom sawn replacement. IF the original rafters are reasonably smooth you may wish to consider gluing and air driven frame nailing. This method will be quicker than thru bolting.
I am betting there was material defect in one rafter and its failure (load transfer) took out its neighbor. You are fortunate the failure stopped or the whole roof may have collapsed. Is there more than one layer of shingle? You may wish to have a structural engineer perform an analysis and inspect your insurance for coverage.
