The issue is that the downstate urban majority is determining policy for the upstate rural minority, while the upstate rural minority is subsidizing the downstate urban majority with their tax dollars. The political leanings of the upstate rural minority are completely opposite from the downstate urban majority. The upstate rural minority feels that they are being ignored by the state government, as their votes are not needed to win any statewide election due to the downstate urban majority. I expect the situation to be similar to what's going on in California.
