Soaking with PB Blaster is about as good as it gets, but a lot depends on how bad it is stuck.
If it just has surface rust, as in sitting in a damp environment, you might get it loose. Once loose, clean the rust out best you can with Scotch Bright, vacuum the residue out.
But if it sat with liquid water pooled in the cylinders, for a long time, it will probably have to come apart. Chances are the rings will be stuck, or damaged in the process, and the cylinders pitted.
If you want to keep trying, bumping the starter is about the most efficient method. If that doesn't do it, chances are it's beyond just breaking it loose.
Not sure if that has cylinder sleeves or not. If it does, might want to bolt the head back on, or bolt them down with washers so they don't try to push out.
