The 4 is for the 4 speed, it will not have live pto. There are some very, very rare add on conversions, but doubt you have that. For bush hogging and other jobs where there isa heavy pto flywheel type load on the tractor, you might want an 'over running clutch' on the pto to make it a little easier to stop moving.
All of the 100 series tractors have live hydraulics, as does the Jubilee. Perhaps that is where the seller got confused.
Pretty nice tractor, not at all what the fella said he sold you, but mostly you got a better machine, not the features he claimed, but a nice tractor model.
