Eventually with enough time, this will make it through and become law. Reason being, it's been that way in the automotive industry for 20+ years, and if it doesn't make it through this time, somebody or group will challenge it on precedent, and even if it's drawn out, it will happen. Barring the argument of letting the free market figure itself out, ANYBODY that has ever had their vehicle scanned at anywhere other than the OE dealer has no foot to stand on, including MANY OE dealers themselves. - It always came across as hypocritical for a Deere (or Case IH, etc) dealer to have their equipment fixed at an independent shop, and argue how bad and unfair it would be if Deere ever had to release Service Advisor and make special tools available to the general public. It wouldn't surprise me if some OE farm equip dealers had a Snap On Scanner in their possession.
