Voltage regulator bad?

I am working on my case 300 again. Cant seem to get my tractor to charge my battery. With some advice I have checked the generator. I grounded the "field" terminal of the generator and the ampmeter jumps to about a +10 or so. Does anyone know if this proves my generator and ampmeter are okay. I would assume they are? I made this assumption and took my voltage regulator apart and cleaned off all of the points and electrical connections. My amp meter still doesn't show a positive charge. Does anyone have any ideas. Could I have a junk voltage regulator. If I do, is there any way to check?
