That does sound questionable, especially if you have any potential buyers that wouldn't require shipping overseas. If you can't, then see if he can actually send you payment and cover the cost of shipping. No need to worry about looking into it until that part's settled. A-1 Auto Transport is the only company I know of that does that sort of thing, but I'm sure there's probably a handful of others too. Just make sure you don't have to foot the bill for shipping. I'm sure it's very expensive.

After two summers of having to park my old 1964 model 4000 gas 4 cyl. on a hill just in case the 6 volt system, for whatever reason, would not crank her, I decided to try the 12 volt conversion.
