I bought a 65 diesel that caught on fire and sat for years til I rebuilt it. I tried to get the PTO clutch to break loose by running the baler, a rotary mower, all with no success. I had to split the tractor and replace the clutch discs. Get a manual as it will describe how to set up the two discs and you'll need to make some special tools from 1/4" all-thread to release the springs in the pressure plate. My first attempt at putting the two tractor halves together was not successful because the two discs were not aligned close enough. I took it back apart and measured the position with a T-gauge and a micrometer and it slipped together easily after that. Long story short, plan on splitting your tractor and replace the clutch discs.
