Doing that would cause a good many problems. #1 out of balance tire/wheel cause vibration #2 at road speed that fluid would cause things to jump around on the road so control would be a lot harder. #3 if you figure each tire would be 100lbs or so if not more and so if you have a tandem rear end that would be 800lbs or more so that would be 800 pounds you could not haul with out running over loaded.
And there is likely to be many more reason why it would not work well
