Well the tires and weight would make it worth more than $500. Good running ones in about the same condition will usually bring in the $6500-7500 range. This one will be cheaper but still should bring $2500-3500 AS-IS just for the value of the parts. IF you can go look at it in person I would see if you can turn the motor over by hand. I would worry about it being locked with the exhaust being not covered. As for the key that is easy they do not used individual keys. Go to any NH dealer and buy a key for it. Maybe see if you can jump it over not start it, if you can inspect it personally.
I have bought several tractors over the years that had things like this happen to them. The majority of the time they where not damaged too much. If you get it bought HUAL it home without running it. Then change all the fluids/filters before trying to start it.
