I've fixed a fair amount of rotted off split rail fence posts. "Usually" what's left in the ground is solid enough to pull out. I dig down far enough to get a chain around it and pull them out. I built a post puller. Basically, it's just a big lever with a chain hook on the end. Once the broken stub is out, open the hole a little with a post hole digger, and drop new one in. Tamp and done.
