Thing is made that way and you are really not as you say dead heading that valve. Changing to a two way valve may require you to change the cylinder. All that being said abut three things could cause what you are experiencing. First and most likely is simply the piston packing in the cylinder has a slow leak and is letting oil pass. Next would most likely be a leak in the control valve last of all air but that should work out. Raise the deck leave the lever up and shut off the tractor see if it goes down. Try to determine if the problem is in the cylinder or the valve.
