I have a new (to me) 2240 and the rockshaft would act like you're describing. I have the manual and would suggest you buy one too. There are several adjustments to make the rockshaft work as it should. They are all described in the manual. Adjustments should be made to the load control negative stop screw, load control adjustment (most likely the problem), load control lever adjustment, and a couple others. Makes a huge difference if they are properly adjusted. Not hard to do but really need the manual. The cam follower adjusting screw is accessed through the hydraulic filler so I always tape the socket to the wrench to be double sure it don't come off.
