Decades ago when I lived in Chicago it wasn't uncommon for actual true house/property values to be "X" but assessed value for tax revenue and strictly tax revenue to be "3X". I remember watching a home go up in my neighborhood that cost the owner $100,000 in land and materials. Shortly after the owners moved in they received an assessment from the TAX assessor valuing their new home at $300,000. That was in the mid-80's when there was somewhat of a tax revolt going on in Chicago and Cook County. My then Alderman who's name I won't mention claimed that he voted against such tax hikes, but when the actual roll call signatures were made public, he was a YES to tax hikes. I remember one Saturday when we constituents set out for his office carrying torches and such, pounding on his door, a hand came under the curtain/window shade that put up a note that said "Alderman XXX is not here, please go away". That whole thing including the hand placing the note made the news. He retired just before the next election to avoid being voted out of office.
Unfortunately, all too many people claim to get tired of such things and claim to move to get away from it, but then bring such bad habits with them and vote to have such awful things levied onto the very people and areas that they then descended onto that didn't invite them or their bad ways. That part I can't begin to comprehend. Why in the world would people move away from such ways, and then bring those bad ways and habits with them and then dump them onto innocent people that were living simple and minding their own business before being invaded? I do not get that at all.
