Thank you. It was the stop pin inside the housing that froze up and was sticky. I did not know it moved back and forth freely and for awhile I was pulling it out, where it would stick (where some fuel was noticed coming out the pipes to the jet), and push it in where it would stick. Finally, on it's own accord it loosen up from moisture (snow storm) and me tugging and pushing it; then it began to freely "float" in and out as necessary to govern the idle and allow the fuel to flow....which was good because I was running out of cans of starter fluid.... ha!
