The actual name is "seasonal load restriction" they lower the load limit per axle, and lower the speed limit even with the lower load. Certain roads are considered "all weather" and are allowed legal loads and speeds. They supposed to be built differently, but the road the farm is on (Oak Grove) is class A all weather from M59 to Barron (where the county dump used to be), but I was around when it was rebuilt and wasn't built different the the section north of Barron. Beats me just have to live with them. Trip permits are available for overload, but he'd have had to buy one for both counties, so just going to wait.
