It really is a seller's market. He may be a little high on price but he also might be willing to come down if you wave the cash under his nose. This is all contingent on the hitch not being all beat up and twisted, of course.
I really think $500 would be a fair price even without cylinders. A lot of these guys like to tell you what THEY would pay, not what a fair price is worth for something. If you really want it, you'll be willing to pay a fair price. If you're only buying it because it's cheap, then you won't because it's not cheap.
