The #10 checks should be cross port check valves. When the engine is off and you move the controls, nothing should move. You need to have hydraulic pressure to open the check on the opposite line so the return oil can pass back through the valve. They serve to keep the boom from dropping before lifting when you slowly shift the valve, also keep the cylinders from dropping uncontrolled by gravity when you activate lower/dump. I would swap with the check plugs from your accessory valve, as they are likely used very little.
