Yes foreplay, you need to have both the lever for the hydraulic valve in the raise position for it to go up, and either in the raise or hold position for it to stay up, then you have to have the PTO lever in on, and every PTO lever that I have ever seen in modern, maybe newer than 15 year old trucks, requires that the driver hold a button in the center of the knob down with his thumb while he moves the lever. Thus the PTO lever could not have been bumped to move, and the valve lever would have to have been moved as well. My take on it is that he purposely raised it to that height, then got interrupted, perhaps a text from his GF, then forgot the body and took off.
