Two different types of pto units. Early model are planetary like older Farmalls and then they switched to the over center clutch type. Most likely, you have clutch type if it won't shut off because planet unit rarely have that problem and it is very common on clutch type.
Only external adjustment on clutch type is the linkage. It should have a definite spring feel about half inch before it latchs in off positon. Some times more will help, usually not.
The lever has no latch positon in the run positon. The handle should hang free when engaged or damage will occur to internal mechanism.
If you do have planetary style, there are two screws under that little cover on top. With latching lever between the on and off positons, you want equal movement both ways to feel resistance when moving lever to on or off positon. Tighten screws down to snug with latch centered and then back each off about one and half turns. You will be able to feel which one if for brake by playing with adjustment and lever. Actually, if in good condition, you should not be able to turn shaft by hand in middle positon but with a short like 6 inch punch through hole in shaft, turn with some effort.
