"Most" gauges read 0 with the wire disconnected, and full pressure with the wire grounded. But there are exceptions, some work opposite.
But by grounding the wire you can determine if it makes the gauge move to 0.
If it doesn't change, try connecting a volt meter between the disconnected wire and ground. If you get a voltage reading, the wire is good. If no reading, the wire is grounded or broken, or the instrument is not getting power.
If you suspect the wire is the problem, look for the obvious. Trace the wire, look for the wire to have been against the exhaust, pinched, or mouse chewed. Also if there are any connections, harness plugs, check them for corrosion.
