CACL is a salt so it will act and taste like a salt. Do not taste much because it is not a table salt but that is the easy way to test it. As for draining and getting rid of it if it is CACL use it to kill weeds/grass under a fence line or other such thing. Being a form of a salt it will not hurt much but will kill grass etc. It is the same salt used on roads in the winter. The easy way to drain most of it out is put in a bit more air then normal an then get a hose pull the core and stick the hose on and let it shoot out in an area you want to kill off or drain it in a plastic barrel
