Just curious, how did you find this fellow in the first place? If you don't know him well then he must have been referred to you in advance by someone. Paying almost all of the cost up front sounds fishy a bit, nobody that restores a tractor for someone else could come up with an accurate estimate I don't think, too many unknown factors once things get opened up and looked at. And 90% raises a red flag for me.
