If it was doing the same before the starter was changed, look for a bad connection, bad battery, or partially discharged battery.
The starter needs enough initial power to spin the starter drive into the flywheel gear.
If you put a volt meter from the starter post to the starter case, and engage the starter, you will likely find the voltage to be down around 6 volts or less. Compare that voltage to across the battery posts while the starter is engaged. If the reading is close to the same, the battery is low or bad. If the battery voltage stays high, up around 10-12v, there is a bad connection, bad cable end, or bad solenoid. Keep moving one meter lead at a time until you find the voltage drop. Look and feel for signs of overheating, corrosion, loose connections.
A bad flywheel gear can also cause it, but usually that causes more grinding than just spinning.
