Did you ever see how tires are made? ALL tires are recaps so to speak in the way they are made. They start with a form upon which they build the structure of the casing. Cords are wrapped, belts are placed, and the casing is wrapped with sheets of virgin rubber. Then the tire is molded to size in a heated mold. Next, the tread rubber is applied and the tire goes into another mold where it is vulcanized and finished. Recaps go through a similar process. First the old tread is stripped off. Next, any flaws in the casing are repaired. At this stage, broken belts or cords can be repaired or replaced. Then the tire goes through the same procedure as a new tire. Tread is vulcanized and bonded onto the casing, and the tire is completed.
There was an episode of Dirty Jobs with Mike Rowe that had him working in a tire factory where they showed all of this.
