What I've found in Virginia and what the DOT and DMV folks said at a Farm Bureau meeting is the rating of the chain and binders is what counts not how its applied.With tractor that's under I think it was 11,000lbs two chains rated for the weight together was what was required and 4 chains and binders one on each corner if its over 11,000.That's the way I chain down and I've never had a problem with it that way.
