Can you make it idle down by pushing the throttle closed on the carb?
If so, either the throttle cable is out of adjustment and not returning the carb to idle, or the governor is out of adjustment. Try the throttle cable first.
If closing the carb by hand won't bring it down, check for a vacuum leak, loose carb bolts, sucked in gasket. Could also be the throttle plate is loose, bent, or improperly installed on the shaft.
