It sounds like you don't have enough hydraulic pressure. Check the baler manual, the dealer or the manufacture's website to find out what minimum hydraulic pressure is needed to run the baler. Then check the pressure available from your 55 to 60 year old 560. The 560 is a late 1950's design, it might not have been designed with much more than 1500 PSI hydraulics when brand new, maybe it can only make 1200 PSI or less now.
It's a long shot, but the manufacturer might offer larger diameter cylinders for low pressure hydraulic systems. It might cost less to fix or trade the tractor. Most tractors made in the last 40 - 50 years that are big enough to pull a round baler would have 2000 PSI hydraulics or more.
